By Chandan Sen

Amid speculation about the winter session of Parliament in the wake of the Corona virus crisis, Lok Sabha Speaker Om Birla said on Saturday that the government will decide on the winter session and its dates. He also said that extensive arrangements for Corona security will be made whenever the upcoming session is held.

According to Birla, on 25 and 26 November, on the occasion of Constitution Day, there will be a Conference of Presiding Officers in Kevadia, Gujarat, which will be inaugurated by President Ram Nath Kovind and its closing session will be addressed by Prime Minister Narendra Modi. On the question related to the upcoming winter session, Birla told reporters, “There is always a preparation for the Lok Sabha Secretariat to prepare for the Parliament session.” As far as this session is concerned, the Cabinet Committee on Parliamentary Affairs (CCPA) decides in this regard. The CCPA will take this decision and discuss it with the leaders of all political parties.

He said, the Corona crisis is steadily increasing. This is a matter of concern for everyone. But the CCPA meeting will be decided. Whenever a decision is made, you will be informed. On a question related to security arrangements in the budget session next year, Birla said, according to the situation, the Lok Sabha makes elaborate arrangements. Whenever there is a budget session, we will run the session with elaborate security arrangements.

There is a discussion that due to the escalation of the Corona crisis in Delhi, the Winter Session and Budget Session of Parliament can be held jointly. However, Birla did not say anything clearly on this. Sources say that in view of the increase in Corona cases in Delhi, many MPs have informed the Lok Sabha Speaker that they will be unable to come to the national capital for some time.

Referring to the Conference of Presiding Officers, Birla said, “President Ramnath Kovind will inaugurate this conference.” Vice President M Venkaiah Naidu, Gujarat Governor Acharya Dev Vrat and Chief Minister Vijay Rupani will join it. He informed that Prime Minister Modi will digitally address the concluding session of this conference on 26 November.

According to the Lok Sabha Speaker, this conference will focus on ‘harmonious coordination between the legislature, the executive and the judiciary as it forms the foundation of vibrant democracy. Birla said that the work of the new building of Parliament has started and the session will be held in the new building in 2022 to mark the completion of 75 years of independence. He also informed that Prime Minister Modi will inaugurate 76 houses for MPs on BD Marg here on 23 November.
